Andrews County VINE Became IVSS
Andrews County’s sheriff quick-links page still labels its victim-notification route “VINE – National Victim Notification Network.” Texas replaced the county SAVNS public workflow with Texas IVSS-Counties effective September 1, 2025. Existing registrations were migrated according to transition material. The old label is therefore useful for recognition, but IVSS is the current county search and alert portal.
This change matters because a searcher following the legacy name may expect the national VINELink screen or an old sign-in sequence. Use the Texas portal for a current Andrews County event. Its coverage depends on information supplied by participating Texas counties. It is not a complete historical archive and does not replace the sheriff’s booking-out record. The current help line is 866-268-8959.
The official sheriff quick-links hub places jail search, open records, and VINE together. That three-part route is useful when one system does not answer the whole question: check custody, request the event record, and use notification for changes.

Search One Andrews County Inmate
IVSS is designed for a specific-person custody check. Begin with the exact legal name and any lawful identifier. Compare the returned facility, booking identity, and current event rather than accepting a similar name. If there are several matches, date of birth or booking details from the sheriff or court can separate them. A spelling variation, recent processing, feed issue, or old event can cause a missing result.
- Open the official Texas IVSS-Counties portal.
- Choose the county custody search and enter the person’s name or available identifier.
- Select the matching Andrews County person and facility only after comparing identity details.
- Read the status and most recent custody-event wording exactly as displayed.
- If the result reports release or no longer at the facility, call the sheriff and request the booking-out record.
- If no result appears, try known name variants and contact the Andrews County Jail. Do not infer release from silence.
A live jail roster and IVSS event feed emphasize current or recent status. A released person may stop appearing even though the sheriff retains the underlying record. For an older event, request the permanent county jail-register entry and the available release or transfer documents instead of repeating searches indefinitely.
Andrews County IVSS Release Fields
The current result should be read as supplied. The research could not lawfully verify every live field or a public released-person example, so no field should be promised beyond the general custody concepts. Identity, facility, status, and the latest event are the key points to compare. A release notice may not say whether the person bonded out, completed time, moved to another jail, entered TDCJ, or transferred to ICE.
| IVSS concept | How to use it |
|---|---|
| Name or identifier | Match it with at least one other known identifier. |
| Facility | Confirm the event belongs to Andrews County custody. |
| Custody status | Quote the displayed status; do not broaden its meaning. |
| Most recent event | Treat a release or transfer notice as a lead requiring agency confirmation. |
| Notification registration | Save the confirmation and keep contact information current. |
The sheriff release record can add the exact date and time, release type or reason, releasing authority, and destination or receiving agency. Those facts distinguish a community release from continued custody. The court case can explain the bond, dismissal, sentence, or other order, but it may not show the moment the jail physically released the person.
Note: Preserve the alert time and matching record details before contacting the sheriff, especially when IVSS supplies no destination.
Register Andrews County Release Alerts
Open the correct person’s record before starting registration. The live IVSS screen controls which contact channels are available. Texas materials indicate telephone, text, email, or portal options may be offered, but labels and confirmation steps can change. Telephone notification systems have historically used a PIN. Do not assume the current workflow requires one unless the screen requests it.
- Confirm the person and Andrews County facility in the IVSS result.
- Select the registration or notification option attached to that record.
- Choose a contact method offered on the live screen.
- Enter the requested contact details and create or enter a PIN only if prompted.
- Complete the code, link, call, or other verification that IVSS sends.
- Save the registration confirmation and update contact details if they change.
One alert should not be the sole basis for a safety, travel, or court decision. Data can arrive late or be corrected. If an alert says released but gives no destination, preserve it and ask the sheriff for the event type, authority, and destination. A transfer to TDCJ, ICE, USMS, or another county means custody continued.
The official Texas IVSS entry screen is shown below. It confirms the present brand and avoids sending Andrews County users to an obsolete workflow.

State Transfers Need TDCJ Alerts
IVSS county coverage and state-prison notification are separate. When Andrews County reports that a person was “released to TDCJ,” read that event as a transfer from the county jail, not a return to the community. Search the TDCJ inmate system using the TDCJ or SID number when known, then compare offense county, sentence, facility, and dates.
TDCJ Victim Services provides the state correctional notification path. A county IVSS registration should not be assumed to explain every later prison, parole, or discharge event. TDCJ’s projected release date, maximum sentence date, and parole eligibility date are distinct. None alone confirms that release occurred. The actual release record and Parole Division assignment provide the next proof points.
After state release, Andrews County residents on parole or mandatory supervision are assigned through the Monahans District Parole Office. A person outside prison can remain under supervision. “Discharged” is the stronger term for completion of the sentence or supervision described by the state record.
Andrews County IVSS Limits
Texas IVSS does not replace the TDCJ state-prison search, the BOP locator, or the ICE detainee locator. It also does not create a durable Andrews County release certificate. County feed timing, corrections, spelling, and retention can affect a result. A current status can change after the screen is viewed. Confirm a recent event through the jail and preserve a written record when the exact result matters.
| Last known custody | Correct first system | Best release proof |
|---|---|---|
| Andrews County Jail | IVSS and sheriff jail channel | Sheriff booking-out or release record |
| Texas state prison | TDCJ search and Victim Services | TDCJ release certificate or release data |
| Federal sentenced custody | BOP Inmate Locator | BOP record and federal judgment |
| Immigration custody | ICE detainee locator and ERO | ICE record and receiving-custody confirmation |
The Andrews County release-record search path connects these systems with sheriff and court records. Use it when IVSS shows an event but not the legal reason, destination, or durable evidence.
Confirm Andrews County IVSS Events
Call Andrews County Sheriff’s Office and Jail at 432-523-5545 with the full name, date of birth if known, and approximate booking period. Ask whether the booking is closed, the release date and time, the release type, and whether the person entered the community or another agency’s custody. Staff may direct the request to the official electronic form.
A narrow written request should seek the booking and release sheet, commitment and release entries, release type or reason, releasing court or authority, destination, holds, bond information, and the booking photograph tied to the event. Ask for electronic copies and offer to narrow the request before material charges arise. Avoid unrelated sensitive details.
If the event followed a court action, use the case number. Andrews County Clerk handles misdemeanor cases, while the District Clerk maintains felony matters in the 109th Judicial District. The court order explains the legal action. The sheriff record shows the physical custody event. Together they resolve more than a notification alone.
